    This position is primarily responsible for permitting issues (mainly environmental, and land use) within Thermal Generation Business Development (TGx BD). This role will work in coordination with TGx HSEQ to provide support to Engineering and Construction (E&C) and Operations and Maintenance (O&M) organizations in the areas of; land use zoning and permitting, fire safety, noise, wildlife, habitat and noxious weeds, cultural resources, wetland resources and issues related to site specific permits and regulations. This position will support TGx BD in acquiring all necessary permits and interacting with associated jurisdictional agencies and stakeholders for the construction and operation of energy storage facilities with some assistance by EGPNA Business Development Permitting Group (EGPNA BD Permitting).  

    The Energy Storage Permitting Senior Specialist will work closely with a team of technical specialist from Thermal Generation HSEQ; Engineering and Construction (E&C) and Operations and Maintenance (O&M) to clearly define regulatory issues and develop solutions.



    • Identify permitting requirements applicable to the Projects, through review of legislation in force and interaction with authorities.
    • Develop and implement schedules, budgets, and work plans for environmental and permitting aspects.
    • Perform tasks associated with permits/etc. needed to install/construct, to decommission and to operate a project; in particular environmental permitting, construction license and land use approval activities and document the same via required system tools.
    • In coordination with TGx HSEQ, gather or oversee consultants in the development of relevant desk top and field data as required and/or as appropriate in order to analyze land use and environmental impacts of a project and prepare permit applications.
    • Interpret and determine relevant environmental regulations for energy storage projects based on in-depth existing regulatory process knowledge, review of web based information or discussions with agency personnel on a federal, state or local level.
    • Negotiate permit requirements and represent TGx BD on permitting matters with regulatory agencies, and stakeholders with support from TGx BD Project Manager, TGx HSEQ and the EGPNA BD Permitting.
    • May assist in environmental due diligence activities in the environmental areas listed above for potential asset acquisition and merger or potential sale, including but not limited to the review of existing data room information and interaction with seller counter parts. Providing information to potential buyers of projects and respond to environmental inquiries from banks and other possible equity partners related to project financing activities. Prepare analytical reports on due diligence activities and environmental costs with support from TGx BD Project Manager.
    • Lead energy storage permitting efforts, including identify existing zoning, changes to zoning or acquire a Special/Conditional Use, participate in agency and public meetings, identify and permit any environmental resources, fire safety or noise matters. Actively track and manage permitting status of projects and associated permitting and survey costs.
    • Create permit development and construction matrices to provide implementation guidance on permit matters to TGx BD, E&C, O&M and HSEQ.
    • Prepare application submittal packages in accordance with the regulation and requirements in force.
    • Communicate with the competent Authority and internal/external team members to resolve any potential compliance issues.
    • Effective liaison with agency representatives to secure permits and resolve potential compliance issues. So to develop positive working relationships to effectively coordinate work activities
    • Assure the development of the appropriate documentation related to land use, environmental permits and permit conditions and store the same in the required document storage area. Track and compile construction contractor permits, as necessary.
    • Coordinate special permit or environmental projects for the Thermal Generation Energy Storage Business Line, including but not limited to new programs and documentation, procurement, invoicing, budgeting, and group meetings.
    • Processing environmental policies/procedures/standards for the GTx activities in line with the International Group guidelines.
    • Develop and maintain environmental activity project schedules and manage to the established budgeted costs. Ensure timely completion of assigned deliverables.
    • Oversee contract agreements of existing or potential environmental contractors or suppliers in order to expedite the delivery of land use and environmental services and purchased materials.


    • College degree in Land Use Planning, Environmental, Engineering or related field.
    • 3-6 years of land use permitting and environmental experience, with preference for agency negotiation skills and public interaction.
    • 30-50% internal travel required
    • Analytical skills and knowledge of general environmental requirements
    • Excellent communications, interpersonal, and organizational skills required
    • Ability to generate reports and presentations
    • Limited audit skills, with ability to determine mutually agreeable resolutions
    • Ability to work independently, with limited oversight in field conditions
